(808) 961-8251 • Fax (808) 961-8622 <br /> October 26, 2004 <br /> <br /> MEMORANDUM <br /> <br /> TO: HONORABLE HARRY KIM <br /> Mayor, County of Hawaii <br /> <br /> FROM: RISK MANAGEMENT COMMITTEE <br /> <br /> RE: Executive Summary: Proposal for Creation of Risk Manager <br /> and Support Staff <br /> <br /> It is recommended a risk manager position and support staff be created <br /> for the County of Hawaii. <br /> <br /> The following definition and philosophy may summarize a comprehensive <br /> risk management program for our County: <br /> <br /> • Risk management is "using common sense to prevent accidents, injuries, and <br /> oversights." It is a discipline for dealing with the possibility that some future <br /> event will cause harm. <br /> • Risk management provides strategies, techniques, and an approach to <br /> recognizing and confronting any threat faced by an organization in fulfilling its <br /> mission. <br /> <br /> After significant discussion, it was decided the Risk Manager and support <br /> staff would be created as a division of the Finance Department. The positions <br /> would be civil service, appointed by the Finance Director. The attached <br /> organizational chart and summary sheet, together with the position descriptions <br /> provide detailed information on the composition of this division. <br /> <br /> The attached memorandum prepared for Managing Director Dixie Kaetsu <br /> provides additional detail and information on our committee's activities and <br /> decisions made over the course of our discussions. <br /> <br /> We will be available at our meeting on October 27, 2004, to address any <br /> questions you may have. <br /> <br /> Encls. <br /> c: Members of the Risk Management Committee (w/ encls.) <br /> S: Departments/Corp Counsel/LSA Misc.
