Council Members Pete Hoffinan & Angel Pilago & Members of the Planning Committee <br /> SUBJECT: PROPOSED REVISIONS TO THE COUNTY GENERAL PLAN FOR THE <br /> HONOKOHAU SMALL BOAT HARBOR; TESTIMONY OF JAMES LEONARD ON <br /> BEHALF OF JACOBY DEVELOPMENT INC. REGARDING BILL 163 (DRAFTS 1, 2, & 3) <br /> January 3, 2004 <br /> Page 2 <br /> We note that both DLNR and the Jacoby group have held meetings to get public input on the <br /> potential uses for the site. As noted in the November 30, 2004 letter from Peter Young to the <br /> Mayor, it was at these meetings that we heard from the public of their desire for expanded small <br /> boat facilities at the harbor and heard community support for the master planned mixed use <br /> development that includes resort, commercial, recreational, and cultural uses. We also note that, <br /> in their discussions with both State and the County representatives regazding the planned harbor <br /> expansion and related mixed use development, JDI has expressed their commitment to a harbor <br /> development that is planned in context to the overall regional infrastructure, and that addresses <br /> community concerns related to the current infrastructure needs, development of affordable <br /> housing, protection of the shoreline and coastal waters, sensitivity to the environment and <br /> cultural sites, and alleviating traffic congestion. <br /> We are providing this testimony to reemphasize the need for previously requested amendments <br /> to the County General Plan that aze needed as a prerequisite to seeking the necessary <br /> entitlements to implement the planned harbor development. These requested changes to the <br /> County General Plan, as shown in the attached exhibit, would allow for the planned harbor <br /> expansion, resort and urban uses, with an open area designation along the shoreline. <br /> We thank you for the opportunity to provide this testimony and look forward to the opportunity <br /> to work with the members of this committee and County Council in the further planning at <br /> Kealakehe.
