22. Noise Quality: The residents in the area are already exposed to the ambient noise level <br />from the traffic at Kekuanaoa Avenue and the frequent aircraft overflights <br />(approximately 60 Ldn). Therefore, the increased noise from cars to the subject <br />property should not be significantly greater than the existing noise level. Overall, the <br />increase in noise levels is anticipated to remain well within acceptable levels. In the <br />short term, construction will also contribute to temporary increases in noise levels on <br />the subject property, however, this will only occur during daytime during construction <br />activity. Although some new noise would be generated by the increase in traffic and <br />human activity onsite, no significant adverse noise impacts are expected from the <br />proposed project. <br />23. Surrounding Land Uses/Zoning: The adjoining parcel to the west of the subject <br />property is presently vacant of any structures and to the south, is an abandoned <br />dwelling. Lands in the immediate vicinity include single family residential uses to the <br />north, west and south on lands zoned RS -10. In August 1992, the Planning <br />Commission approved Use Permit No. 104 (Hilo Rehabilitation and Sports Medicine) <br />to allow the establishment of a rehabilitation and physical therapy facility and related <br />improvements on the southeast comer property of Kekuanaoa Avenue and Kalanikoa <br />Street. This property is located immediately across and to the east of the project site. <br />Non-residential uses in the vicinity include the Aloha Gas facility at the comer of <br />Kekuanaoa Avenue and Kanoelehua Avenue and Tracy Lewis Real Estate Office to the <br />north of the Aloha Gas facility on lands zoned Limited Industrial (ML -20). <br />24. Existing Neighborhood Commercial (CN) Areas: In December 1986, the County <br />Council approved a change of zone request from RS -10 to CN -7.5 for a parcel located <br />at the northeast comer of Kekuanaoa Street and Mililani Street. The Labor's <br />International Union Office is presently established on the property. Two blocks further <br />south of the subject property, the Neighborhood Commercial (CN -10) zoned area is <br />located along Kanoelehua Avenue, between Lanikaula Street and Kawili Street, and <br />along Kawili Street, between Kanoelehua Avenue and Kalanikoa Street.
