Arakaki, Chairman <br />and Members of the County Council <br />Page 5 <br />The Land Use Pattern Allocation Guide (LUPAG) Map component of the <br />General Plan is a representation of the document's goals, policies, standards and <br />courses of action to guide the coordinated growth and development of the County. It <br />reflects a graphic depiction of the spatial relationships among various land uses and the <br />expressed policy statements of the document itself. The LUPAG Map establishes the <br />basic land use pattern for areas within the County. It is only through such a <br />comprehensive policy analysis approach that evaluations and decisions can be made to <br />better time or stage certain developments to achieve growth determined by the General <br />Plan and related planning documents. The implications of these evaluations and <br />decisions must be also considered as they may have an impact on similar areas in the <br />County, but ultimately, on the future development of the whole island. The subject <br />property is designated as Low Density Urban Development which allows for single <br />family residential in character, ancillary community and public uses and convenience <br />type commercial uses. <br />The Hilo Community Development Plan (CDP), adopted by Resolution in 1975, <br />is intended to provide short and middle range implementation strategies for the goals, <br />policies and land use pattern presented in the General Plan. The Hilo CDP <br />recommended that portion of the Waiakea Houselots be retained in single family <br />residential uses. <br />The subject area is located in close proximity to schools, commercial areas, <br />employment centers and public safety services. It is presently occupied by the existing <br />dwelling and attached structure, which have been in existence on the subject area since <br />the 1960's. The existing dwelling and attached structure are planned to be refurbished <br />and incorporated as part of the proposed development. The subject area would provide <br />additional convenience commercial services for the residents in the immediate vicinity <br />as well as for the rest of the residents and visitors of the island of Hawaii. <br />The project site is located within an area adequately served with essential <br />services and facilities such as water, sewer, transportation systems and other utilities. <br />Water is available to the subject property from an existing 8 -inch waterline along <br />Kalanikoa Street or an existing 6 -inch waterline along Kekuanaoa Avenue. There is an <br />existing 10 -inch diameter collector sewer line along Kekuanaoa Avenue. The <br />Department of Public Works anticipates construction of sewer lines, including service <br />laterals along Kalanikoa Street in 1997-1998. As a condition of approval, the <br />applicants would be required to connect to the sewer line, meeting the approval of the <br />Department of Public Works. The applicants will also be required to prepare a Solid <br />Waste Management Plan and submit it to the Department of Public Works for its <br />review and approval. <br />
