plantations also approached the end of their era. Slowly, plantations began to close until the <br /> Hamakua Sugar Company finally ceased operations in 1994. After the closing of the plantation <br /> and the cessation of its housing programs for its employees, The Office of Housing and <br /> Community Development coordinated the use of federal funds to subdivide the Hamakua Sugar <br /> Plantation camps into individual house lots. Assistance towards obtaining title to the newly <br /> created house lots was provided to those employees who participated in the final harvest. <br /> Furthermore, Office of Housing and Community Development (OHCD) established a program <br /> that provided grants to those qualified owners of plantation homes to conduct emergency repairs <br /> to their homes. Other programs included the design of the Ookala and Paauilo water distribution <br /> system, training for six newly formed community associations, and the closing of existing gang <br /> cesspools and sewage lagoons. <br /> The Hamakua district has 631 acres allocated for single-family residential use. Some <br /> residential zoned lands are located adjacent to the former sugar processing plant and certain areas <br /> have drainage problems. <br /> With the anticipated level of growth in population and economic activity, the current <br /> number of single family residential zoned land should be sufficient. However, the County shall <br /> allocate more land in this zone should the need arise. <br /> Single-Family Residential Hamakua Course of Action <br /> Course of Action <br /> • Designate lands for single family use as the need arises. <br /> LAND USE -MULTIPLE RESIDENTIAL <br /> INTRODUCTION <br /> <br /> The multiple residential district is part of the County's overall land use structure and provides for <br /> <br /> residential structures containing two or more dwelling units. <br /> The following goals, policies, and standards [which follow] are the result of the <br /> <br /> examination and analysis of past and present situations. <br /> <br /> GOALS <br /> • To provide for multiple residential developments that maximize convenience for <br /> its occupants. <br /> • To provide for suitable living environments that accommodate the physical, social <br /> and economic needs of the island residents. <br /> • To enhance the overall quality of life in our residential communities. <br /> <br />
