The town of Honokaa provides commercial and government services for the Hamakua <br /> district. Honokaa was once the second largest community on the island for several decades and <br /> has a high school, government offices, and numerous stores and services. <br /> The smaller communities of Kukuihaele and Paauilo have limited commercial facilities. <br /> Although some renovations and new commercial buildings have occurred in Honokaa, <br /> many of the structures housing commercial activities are generally still in poor or dilapidated <br /> condition and lack adequate parking facilities. <br /> Commercial Development -Hamakua Courses of Action <br /> • Centralization of commercial activities in the Honokaa area shall be encouraged. <br /> Urban renewal of the area should be undertaken. <br /> • Suitable commercially zoned lands shall be provided as the need arises. <br /> • Encourage commercial activities within Honokaa town to promote and enhance <br /> the history and culture of the paniolo and former sugar plantation. <br /> LAND USE -INDUSTRIAL <br /> INTRODUCTION <br /> Industrial development includes manufacturing and processing, wholesaling, large <br /> storage and transportation facilities, power plants, and government baseyards. <br /> There are two distinct types of industrial development. One sector is service-oriented and is <br /> affected by population and the level of activity of other business activities. The other sector, <br /> basic industries, is mostly influenced by outside markets. The location of industrial <br /> developments is important for many reasons. In the case of service types of industrial <br /> development (non-basic), areas designated for industrial uses must be close enough to population <br /> and/or commercial areas for efficiencies but still distant enough to avoid traffic problems. <br /> A portion of the County's industrial activity is related to agriculture. These agricultural <br /> industrial activities include the processing of coffee, macadamia nuts, meat products, tropical <br /> fruits, vegetables, and timber. The processing of these export products is expected to expand. <br /> [There is also a small lumber industry.] <br /> <br /> GOALS <br /> • Designate and allocate industrial areas in appropriate proportions and in keeping <br /> with the social, cultural, and physical environments of the County. <br /> <br />
