• Promote and encourage the rehabilitation of industrial areas that are serviced by <br /> basic community facilities and utilities. <br /> POLICIES <br /> • Support the creation of industrial parks in appropriate locations as an alternative <br /> to strip development. <br /> • Achieve a broader diversification of local industries by providing opportunities <br /> for new industries and strengthening existing industries. <br /> • Locate industrial areas convenient to transportation facilities, and provide a <br /> variety of industrial zoned districts and lot sizes, depending on the needs of the <br /> industries and the communities. <br /> • Improve the aesthetic quality of industrial sites and protect amenities of adjacent <br /> areas by requiring landscaping, open spaces, buffer zones, and design guidelines. <br /> • [ndustrial development shall be located in areas adequately served by <br /> transportation, utilities, and other essential infrastructure. <br /> • Provide flexibility within the Zoning Code to accommodate emerging new <br /> industries. <br /> • Industrial-commercial mixed use districts shall be provided in appropriate <br /> locations. <br /> • Require developers to provide basic infrastructure necessary for development. <br /> LAND USE -RESORT <br /> INTRODUCTION <br /> Resort developments are intended to satisfy the needs and desires of both visitors and <br /> residents. Such areas have basic amenities and attributes that support visitor accommodations <br /> and related facilities <br /> How and where future resort development occurs will depend to a large extent on the <br /> County. Although the County is faced with differences of opinion from its residents concerning <br /> <br /> resort development, the benefits that can be derived from resort development may be optimized <br /> and the adverse affects minimized. Developers and residents must be made aware of the <br /> circumstances resulting from resort development. Citizen participation, awareness, and most of <br /> <br /> all, understanding are vital in resort development, as in al] phases of the planning process. <br /> <br /> GOALS <br /> • Maintain an orderly development of the visitor industry <br /> • Provide for resort development that maximizes conveniences to its users and <br /> optimizes the benefits derived by the residents of the County. <br /> • Ensure that resort developments maintain the cultural and historic, social, <br /> economic, and physical environments of Hawaii and its people. <br /> <br />
