TYLER: So if it's a concurrent matter that goes <br /> on in conjunction with these proposed contracts, some <br /> of which were to start on January of this year, it <br /> would also meet the spirit of the law, in your <br /> estimation? <br /> MR. WURDEMAN: I'm sorry, could you repeat that? <br /> MR. TYLER: Yes. if a separate resolution were drawn <br /> up regarding a mandatory program review, an <br /> independent mandatory program review along the lines <br /> of what you said and what appears to be intention of <br /> the maker of that amendment, that we would be in <br /> compliance with the Charter? <br /> MR. WURDEMAN• Yes. <br /> CHR. ARAKAKI: Mr. Tyler, I have drafted a resolution <br /> to do that, so I will be sharing that with you and <br /> sharing it with all the Councilmembers and see if <br /> you'll concur with a program review concept. <br /> Mr. Reynolds. <br /> MR. REYNOLDS: Thank you, Mr. Chairman. Mr. Wurdeman, <br /> I wanted to ask you just a couple of things. One is, <br /> in this proposed amendment regarding spending some of <br /> the funds on this program review out of this grant, it <br /> seems to me that that's a flaw that we're taking money <br /> that is designated by the Federal Government for our <br /> use and now trying to take some of it for our own <br /> use. Would you agree with that or--- <br /> MR. WURDEMAN: Well, off the top of my head, I <br /> wouldn't. I would have to take a look at the grant, <br /> the terms of the grant carefully to. <br /> MR. REYNOLDS: We asked, initially, when this all <br /> started at Committee level, for a copy of the contract <br /> because we didn't know what was in the contract from <br /> the Federal Government, and governing what was to be <br /> done. In that, it requires an audit, which, I would <br /> consider, a type of review. <br /> 14 <br /> <br />
