<br /> Fund Committee Model <br /> Section 4-36 Spay-neuter special fund. <br /> (d) The Department of Finance shall divide the funds by way of a grant application <br /> process. Any animal caze center/humane society operating in the County of Hawaii may <br /> submit aSpay/Neuter Special Fund Request for Proposals annually. In determining how <br /> the funds shall be expended, the Department of Finance shall consider the <br /> recommendations of the Fund Committee, as defined in (g) below. <br /> (g) For purposes of this section, the "Fund Committee" shall mean a committee <br /> comprised of the following individuals: <br /> (1) A representative of the Department of Finance. <br /> (2) A representative from any of the Animal Care Centers/I-lumane Societies operating in <br /> the County of Hawaii. <br /> (3) A licensed veterinarian. <br /> The Fund Committee shall meet as often as is necessary at times and in locations <br /> specified by the chairperson. The Fund Committee shall review Request for Proposals <br /> and issue recommendations to the Department of Finance for funds from the Spay Neuter <br /> Special Fund. Three members shall comprise a quorum and actions by the committee <br /> may only be taken by majority vote of those members present. The members shall receive <br /> no compensation for their services. <br /> <br />
