5) Places prohibited to dogs. We need more dog friendly places for responsible dog owners. I am submitting a <br /> signed petition of tax payers that would like to see more dog friendly places. <br /> Kona is growing and it is time for higher license fees and decent fines for criminal actions. However, another <br /> important issues is the fact that there are many tax paying citizens in Kona and all of the Big Island that are Dog <br /> Lovers and are responsible for their companions... I have gone in front of the council for years to fight for more dog <br /> friendly places to take our dogs.. I have submitted petitions of 1000's of signatures and was able to get two parks <br /> opened to dogs on leashes and guess what. Those parks are cleaner now. The responsible dog owners keep their <br /> dogs on leash and pick up there messes and those of the non-responsible dog owners. <br /> I participate in educating people how to care and train their dogs. Currently there is a facility in Kona "Paws <br /> University" which has been a God send for the Kona community. They have doggie day care, boarding, training of dog <br /> and human... This facility is a much needed part of this community. <br /> I ask you, that in preparing this Bill, to consider and not punish the responsible dog owners and those that offer <br /> services as PAWS University. <br /> I hope that this Bill # 4 is written to protect the animals from harm, protect the facilities that offer services for the <br /> responsible dog owners and dogs, to protect the responsible dog owners and find justice for the not responsible dog <br /> owners...
