(a) All roads, alleys, streets, ways, <br /> i lanes, bikeways, and bridges in the State, opened, laid out, or built by the govern- <br /> i ment are declared to be public highways. Public highways arc of two types: <br /> (I) State highways, which arc all those under the jurisdiction of the Jepart- <br /> men of transportation; and <br /> County highways, which are all other public highwarys. <br /> (h) All trails, and other nonvchicular rights-of-way in the State declared to be <br /> panic rights-nr-way, by me highways act Df I x9?, nr npened, laid out, or built by the <br /> government ur otherwise created or vested as nonvchicular public rights-ul'-way at <br /> I any time (hereafter, ur in the future, arc declared to he public trails.
