11. In lieu oaf the open patio, HCDCH is working to submit a plan to the <br /> Federal Government to deprogram a housing unit to provide a <br /> place for service providers to bring activities to the project; and <br /> 12. possibility of working with the residents to plan an open pavilion for <br /> residents to use for activities. <br /> I. September 7, 2002, residents of Ka Hale Kahalu'u met at the Keahou <br /> Shopping Center to identify and prioritize issues, and organize a <br /> resident association. Top priorities are: <br /> 1. more responsible management and more maintenance inside and <br /> outside of the units; <br /> 2. action to eliminate the drug and alcohol problems; <br /> 3. Tie: A) safe lighting around the public areas and on the buildings <br /> and B) advice on how to help get management changed. <br /> 4. Tie: A) management to rid the units of various vermin; including, <br /> mice, termites, scorpions, black and red ants, roaches, and <br /> centipedes and B) a residents association to be formed. <br /> <br /> J. On October 8, 2002, a follow up meeting was held at the Ka Hale <br /> Kahalu'u parking lot. Bob Hall represented that he would get back <br /> within a week to advise of the feasibility and time line to complete the <br /> requested repairs ident~ed from the September 7, 2003 meeting. The <br /> September 7, list was previously provided to Mr. Hall. <br /> K. On October 23, 2002 the residents met and identified the specific <br /> concerns they had for each of their units, and the overall concerns for <br /> the facility. They also reviewed a draft of the by-laws needed to ratify <br /> the creation of a resident association. <br /> L. On November 8, 2002, the residents ratified their By-laws fcr Ka Hale <br /> Kahalu'u Resident Association. <br /> M. A letter dated November 12, 2002, was sent to Mr. Hall informing him <br /> that we had not heard from him since the October 8, 2002 meeting. <br /> Again, a request was made to have the light bulbs changed in the <br /> common areas was made. <br /> N. A letter dated November 12, 2002, was sent to Mr. Wesley Segawa, <br /> Chairperson for the Board of Directors for HCDCH requesting that any <br /> plans to extend or approve any management contract be held in <br /> abeyance and to have representation in the selection of management. <br /> O. On December 23, 2002, Mr. Bob Hall responded to the November 12, <br /> 2002 letter and indicated that a clarification is needed as to why the <br /> units have been vacant. The explanation was that Urban Management <br /> did not become responsible for the processing of applicants until <br /> February of 2002. Since that time, they have processed several <br /> hundred applicants. Further, "HCDCH admits that the condition of the <br /> vacant units was disappointing even allowing for vandalism, however <br /> our inspection team (HUD, to our knowledge did not send any <br /> inspectors) noted some repairs that are normally beyond the scope of <br /> project maintenance staff....
