A golf course is a permitted use within the State <br /> Land Use Agricultural District provided that it is not <br /> classified A and B soils by the Land Study Bureau. The Land <br /> Study Bureau's overall master productivity rating for <br /> agricultural use is Class E or very poor. <br /> If the property were not within the Unplanned (U) zoned <br /> district but instead zoned for Agricultural (A) uses, then it <br /> would have been an outright permitted use. The property is also <br /> not classified by the State Department of Agriculture's <br /> Agricultural Lands of Importance to the State of Hawaii (ALISH) <br /> system. ~~It is, therefore, determined that impacts to the <br /> agricultural resources of the area are negligible. The golf <br /> course would also preserve and improve open space areas adjacent <br /> to existing vacant lands and within the Waikoloa Village area by <br /> improving the present acrid landscape of the area. <br /> The granting of the proposed use will not adversely affect <br /> similar or related existing uses within the surrounding area, <br /> community, or region. The new golf course, which the area under <br /> consideration is a part of, will be used to provide for the <br /> applicant's own recreational need and demands. <br /> The proposed development is not anticipated to have any <br /> substantial adverse environmental or ecological effects. The <br /> area is not a habitat for any endangered plant or animal <br /> species. <br /> The granting of the proposed golf course will not <br /> unreasonably burden public agencies to provide the necessary <br /> utilities and services. All essential utilities and services <br /> are or will be available to the property. <br /> Approval of this request is subject to the following conditions: <br /> 1. The applicant, successors, or assigns shall comply with all <br /> of the stated conditions of approval. <br /> 2. Final Plan Approval for the proposed golf course and <br /> related improvements shall be secured from the Planning <br /> Department within one year from the effective date of the <br /> permit.
