Heavy agricultural and construction vehicles used for Mr. Norrie's businesses have <br /> caused damage to the existing private road <br /> During a meeting with Mr. Christopher Norrie, my husband, Larry Ford, and myself, I expressed <br /> concern regarding the existing damage and cracks in the private road between lots 46, 5B, 6B, <br /> and 76 ("upper lots") that are due to the heavy agricultural and construction vehicles used by <br /> Mr. Norrie's businesses. Mr. Norrie verbally stated to us, that if we thought the private road <br /> should be repaved that repaving would not be a problem. He stated that as the trucks carrying <br /> asphalt would be out here anyway, the paving company could place 2-3 inches of asphalt on <br /> top of the existing private road between the upper lots. Mr. Norrie stated that only smoother <br /> aggregates (#4 or #5) could be used on top of #3 sub-base which unfortunately would provide <br /> a more smooth and slippery surface than currently exists. He recommended NOT re-paving. <br /> To determine the truth of whether the cracks and damage should be repaired, I contacted 3 <br /> paving contractors listed in the Yellow Pages of the local telephone directory (Bolton Asphalt, <br /> Grace Pacific, and Big Island Paving). In separate discussions with these three (3) paving <br /> companies, I learned that: <br /> 1. #3 sub-base (1/2 inch aggregate) is excellent for a steep road as it provides excellent <br /> traction and a very long life 20 years) but also that #3 sub-base can be used over #3 <br /> sub-base if a tacky layer is placed on the original road first to provide good adhesion. <br /> 2. "Single Line cracks" of more than 1/2 inch will allow water to seep under the road and <br /> wash away the fine particles in the road base allowing the road to settle. The area of the <br /> road with these large, single line cracks must be repaired or erosion under the road will <br /> occur. After a period of time, "alligator cracks" will form. Alligator cracks are cracks <br /> running in two or more directions forming an irregular block appearance (e.g.( <br /> These blocks indicate serious sub-base erosion and settling of the base 4 <br /> course. The section of the road with alligator cracks must be removed, a new base <br /> course placed, and re-paving of the road section is required. <br /> On September 30, 1997, I again walked the length of the private road between the upper lots <br /> to determine what visible damage had occurred on the road. I witnessed more than 5 <br /> locations with "alligator cracking" and more than 5 locations with single line cracking of various <br /> widths.
