This is an ideal situation for the county, state, community, and developer to work
together on a solution that would be multifaceted in it's potential benefits. This has been
done in the past and like the Konaweana intersection, it can have a positive effect on
a very large cross section of south Kona.
At present, Ka'awaloa road is in limbo, with your foresight you could improve
the quality of life for all those who rely on it, and find themselves in an awkward, and
potentially dangerous situation. The fact that a subdivision such as Mr. Nomes has
county approval to use the road to access Napoopoo would appear to be a legal double
bind.
As a developer, Mr. Norrie stands to benefit handsomely from the changes
he is requesting. It would be a minor investment in infrastructure costs ifhe were to
utilize Ka'awaloa road for his projects. It must be remembered that his interest in
pursuing an ABD is to increase his total number of lots. And that once the last one
is sold he and his money will be gone. The rest of us will have to live with what was
decided in this chamber. As I said last week, remember the legal fees that the county has
already spent defending the cellular phone tower on his property.
Something has to be put back, this is your last opportunity to balance community

need, and the power invested in your office to redefine property. After being given a
chance to see the big picture I feel that my concerns regarding my own little road
are of little consequence compared to a well planned community for South Kona.
Mahalo & Aloha
5 ?isw }~k~~ ha ~~"i wH LieJU.
