City Council Meeting <br /> Tuesday 5/17/05 <br /> RE: Highland Estates <br /> Dear City Council Members, <br /> I am a relatively new member to the Waikoloa Village Association but have been <br /> traveling to the Big Island since 1991 and therefore knowledgeable about the island. <br /> I settled in the village because it represented what I was looking for a sense of <br /> community, good location, good weather, and the like. Unlike many, I am not opposed <br /> to growth in any community. I came from a community that only benefited from the <br /> growth though there were growing pains along the way. There are a few items I believe <br /> should be negotiated before this community is built: <br /> 1. The village currently has a beautiful golf course that has growth available to <br /> accommodate additional community members. A second golf course would put <br /> communities at odds trying to compete for business which would be detrimental <br /> for both communities. <br /> 2. More importantly, additional growth on a single bypass makai and mauka of the <br /> village is becoming a dangerous situation should any major disaster strike. It is <br /> already a problem with the current traffic at the main intersection trying to get by <br /> because there is no street light. The developer should be responsible for <br /> providing an intersection light system to control traffic due to the increase in <br /> population they will bring. I think this will help the community and keep our <br /> area safer. <br /> 3. Developers should be responsible not only for their azea of development but have <br /> a bigger perspective of how it will fit into the overall community. For instance, <br /> we may not need an additional pool but a lazger one (competition size) would <br /> accommodate the existing and new population to allow for teen competition in <br /> their own back yard. A combined community area would help bring the various <br /> new developments into a single larger community. This can be handled by <br /> actual building, supplemental funds, etc that enhance the entire azea. <br /> I think the only way to get developer to think this way is via County Council members <br /> getting them to understand the importance of community and community development. <br /> They need to step beyond the myopic developer syndrome of what am I going to get out <br /> of this. We need your help to ensure we have a cohesive plan that works for everyone. 1 <br /> certainly prefer, communications and agreement over threats and know we can work <br /> together to build something great for everyone. <br /> I hope you take these comments seriously and ask yourself, is this developer thinking big <br /> picture for the overall community or just thinking about themselves.
