Petition opposing Highland Golf Estates extension of development rights <br /> Much of what has happened in the Waikoloa Village azea has not been with a vision for the <br /> well being of the future residents and generations that will live here. The government that <br /> has allowed development to occur has not done an adequate job of requiring appropriate <br /> and necessary community and public infrastructure. There aze not enough pazks or other <br /> public amenities available for recreational and community use. Waikoloa Village does not <br /> have a community center or a gymnasium even though there are over 3000 housing units <br /> and at least that many more which have entitlements to be constructed. <br /> There is only one road in and out, which perhaps makes Waikoloa Village one of the <br /> lazgest cul-de-sac ever created. This may one-day cause a horrific situation if a natural <br /> disaster or other civil emergency occurs. <br /> The community needs to have necessary and appropriate infrastructure put in place ahead <br /> of or while development is occumng. Sufficient imaact fees or allocations from <br /> developers should be provided and dedicated for these necessary community assets. In <br /> most locations this includes contributions to provide for local schools. We need to make <br /> demands that aze reasonable when opportunities present themselves. Now is the time! <br /> Please do not extend the development agreement to allow the Waikoloa Highland Golf <br /> Estates to be constructed unless unencumbered donations of land, facilities or money <br /> aze given for additional community benefit. <br /> Additionally, the Waikoloa Village Association operates a community golf course. There <br /> is not currently a population base sufficient to afford enough golfers to allow the <br /> operational expense of the course to pay for itself. The burden of the golf course financial <br /> losses has fallen on the backs of the existing homeowners. The construction of a new gol f <br /> course in the immediate vicinity would jeopardize the efforts to make the existing course <br /> viable. There are 25 golf courses on this island there is no immediate need for an <br /> additional one. <br /> We hope you will either not allow a golf course to be built as part of the Highlands Golf <br /> Estates OR you will restrict its construction until a time following the 2500 to 3500 units <br /> that have construction entitlements aze completed in Waikoloa Village.
