I am a member of the KOC recycle
committee, but more importantly am a 35 year part time to full time resident of Hawaii county .
the current steps toward the Rs--recycling, redemption, reusing, reducing etc. are wonderful steps. When
personnel at the Kealekehe transfer station exchanged the single miniature recycling container to the current
large size containers in a row I knew maybe this was a serious project being evaluated and altered as necessary
to make it work-- WE are doing something positive. Please review some of my thoughts below.
From: Margaret Spelman
To: counciltestimony@co.hawaii.hi.us
Cc: shiga@co.hawaii.hi.us ; visbell@co.hawaii.hi.us
Sent: Wednesday, May 11, 2005 2:04 PM
Subject: The $14.5M recycyling facility
To: Chairman Higa and Council Members:
As part of the public record I wish to state that I am in disagreement with Mayor Kim in wanting the county council
to approve the $14.5M recycling facility. It sounds along time off, a one location solution very expensive with
complex machinery and many avenues for expensive problems only specialists can solve.
Instead can we build on what we have going thanks to you!--all glass recycled is reused ON the island. Bravo.
But not all glass is recycled. Could we go for curb side pick up of glass and aim for 80% of all glass coming to the
island being recycled?. If glass became so easy to dispose fewer containers of other material might be
purchased. There would be less rinsing and fewer trips to redemption/recycling centers. Or, maybe we
could have curb side pick up to include cans, paper and plastic--separated. Safeway already recycles cardboard
and plastic sacks to the mainland. Could we work with them? How about a campaign to reduce plastic sac use-
And, maybe we place paper recycling bins in the post office where most of my friends and myself now leave the
majority of our unsolicited and unwanted paper. Paper might be shredded or used as a component of compost
right here On the island.
Should we aim far recycle machines placed outside stores that sell the products ,stores that would take our
redeemable items and provide the redeemer with a coupon redeemable in the adjoining large grocery or home
product store. The extra penny would help pay for the person needed to oversee the machines.
Large items such as cars are yes a bigger problem. Maybe the car manufacturers, middlemen and buyers will
have to help us solve the disposal problem. Every car imported has surcharges for a round trip.
I realize this is a complex problem, but the solutions (and I think there are many solutions rather than one $14.5M
recyclable facility) should be easy and cheap for consumers and county residents.

As an aside, I wonder if we go back into a process that turned down two presenters, and say yes to one we just
said no to, is not the one who does not get re -admitted going to be upset?
Margaret (Peggy) Spelmam
808-322-3032
5/16/2005
