<br /> c. Lone Haul Transfer Station and Basevard Office: Design and construct a long <br /> haul transfer station adjacent to the Hilo Landfill. The facility will be comprised of a <br /> completely enclosed and covered facility to receive refuse from residential and <br /> commercial vehicles. Either a tip floor or direct dump operations shall be provided to <br /> load refuse into long haul trailers at agrade-separated drive through roadway. The <br /> project shall include all necessary improvements, fixed or portable equipment that <br /> will accommodate the following requirements: <br /> (1) Serve to replace the existing residential transfer station at Hilo and to accept all <br /> commercial solid waste. <br /> (2) Be capable of handling 150 tons per day (average) of refuse. <br /> (3) Facility shall operate seven (7) days/week, 10 hours/day, 365 days/year. <br /> (4) Permit the routine inspection of loads for hazardous material. <br /> (5) Interior facility requirements and equipment to facilitate operations of receiving <br /> refuse, bulk sorting, directing residential and commercial users, and any <br /> equipment needed for the safety of transfer station personnel and customers in <br /> operating the transfer station. <br /> (6) Office space to support approximately 18 baseyazd personnel. With space for <br /> dispatch, a supervisor's office, atraining/conference room, a break room with <br /> complete kitchen facilities (including appliances), safety equipment storage and <br /> personal equipment lockers, sepazate men and women's shower and restrooms.. <br /> (7) Pazking for assigned personnel. <br /> (8) Scale and Scale House facility fully outfitted for operation with restroom <br /> facilities. <br /> (9) Security fencing, alarm monitoring for all facilities and landscaping <br /> improvements as required. <br /> d. Material Recovery Facility: Design and construct a covered and enclosed space for <br /> private operation for a Material Recovery Facility. The facility shall be made an <br /> integral part of the transfer station to permit efficient operation. The facility shall be <br /> initially sized for 25 tons per day operations with expansion capacity to 50 tons per <br /> day. <br /> e. Long Haul Tractors and Trailers: Purchase and delivery of tractors and trailers <br /> compatible with the transfer station operations and in sufficient quantities to handle <br /> hauling 200 tons per day from the East Hawaii Transfer Station to the West Hawaii <br /> Landfill, with one spaze trailer unit. <br /> f. Transfer Station Equipment: Purchase and delivery of heavy equipment to operate <br /> the Transfer Station, such as Front End Loaders or Backhoes. <br /> g. Demolition of Existine Hilo Transfer Station and Offices: Demolish the existing <br /> Hilo Transfer Station and Baseyard Office buildings. This shall include the <br /> dismantling of compaction equipment for reuse by the Solid Waste Division and <br /> delivery of the equipment to the Schultz Siding Baseyazd.
