This request is based on the following: (1) There is no available alternative disposal capacity. The only available disposal facility on this island is the West Hawaii Landfill at Puu Anahulu which is approximately 80 miles from the existing landfill at Hilo. If our entire island, which spans over 4,000 square miles, is forced to haul all refuse to Puu Anahulu, we will most certainly experience a tremendous increase in illegal dumping which would cause grave environmental concerns and degradation to our island ecosystem. The County is dilligently pursuing an alternate facility to replace the South Hilo Landfill which will probably include a materials diversion facility and a long-haul transfer station. Until this facility is operational, there is really no feasible alternative available and therefore, we feel this temporary extension is necessary. (2) There is no immediate threat to human health and the environment. The South Hilo Landfill is currently operating in accordance with the requirements of Federal (40 CFR 258) as well as State (11 HAR 58) laws. Operating procedures are outlined in detail in the South Hilo Landfill Operations Manual dated March 1994.
