This request is based on the following: <br /> (1) There is no available alternative disposal capacity. <br /> The only available disposal facility on this island is the West <br /> Hawaii Landfill at Puu Anahulu which is approximately 80 miles from <br /> the existing landfill at Hilo. If our entire island, which spans <br /> over 4,000 square miles, is forced to haul all refuse to Puu <br /> Anahulu, we will most certainly experience a tremendous increase in <br /> illegal dumping which would cause grave environmental concerns and <br /> degradation to our island ecosystem. The County is dilligently <br /> pursuing an alternate facility to replace the South Hilo Landfill <br /> which will probably include a materials diversion facility and a <br /> long-haul transfer station. Until this facility is operational, <br /> there is really no feasible alternative available and therefore, we <br /> feel this temporary extension is necessary. <br /> (2) There is no immediate threat to human health and the environment. <br /> The South Hilo Landfill is currently operating in accordance with <br /> the requirements of Federal (40 CFR 258) as well as State (11 HAR 58) <br /> laws. Operating procedures are outlined in detail in the South Hilo <br /> Landfill Operations Manual dated March 1994. <br /> <br />
