Additional Roads There are several ways to calculate required miles of <br /> road. The simplest method takes an estimated population of 160,000 using <br /> 1,393 miles of public roads. This mandates one mile of road for every 115 <br /> people. (More analytical methods could yield a higher number.) This simple <br /> method implies that a development that increases population by 1,000 <br /> would need to provide over 8 miles of new public road. <br /> RECCOMENDATION: REQUIRE ADDITIONAL CONSTRUCTION OF PUBLIC <br /> ROADS. THIS COULD BE AN EXTENDED FRONTAGE ROAD, A 4-LANE <br /> SEGMENT OF QUEEN KA'AHUMANU HIGHWAY, A CONNETION TO ALIT <br /> DRIVE OVER COUNTY RIGHT OF WAY FROM KAHAKAI ESTATES, OR <br /> EVEN A SEGMENT OF THE KAHALUI-KEAUHOU PARKWAY. <br /> Funding There are several innovative means of assisting a developer to <br /> finance the additional roads. RECCOMENDATION: CONSIDER A VERSION <br /> OF ENTERPRISE FUNDING. FIVE TO TEN YEARS OF WAIVED PROPERTY <br /> <br /> TAXES COULD FUND THE ADDITIONAL PROJECTS. COUNTY COULD USE <br /> <br /> ITS FINANCIAL POSITION TO SECURE LOAN GUARANTEES FOR THE <br /> <br /> DEVELOPER IF NECESSARY TO PROVIDE CASH FLOW. <br /> <br />
