(808) 326-5663 <br /> August 31, 2004 <br /> Dear Homeowner: 3 `(J 0 ~ 1 tii <br /> The purpose of this letter is to inform you of the U.S. Environmental Protection Agency's <br /> regulations which require the elimination of large capacity cesspools by April 5, 2005. The <br /> property you own is currently served by a sewer system which disposes of the wastewater into <br /> large capacity cesspools. This system must be replaced with one acceptable to the State <br /> Department of Health and the EPA. <br /> There are four possible alternatives for modifying the existing wastewater system to comply <br /> with the federal regulations. Since this is a community sewer system, the sewered community <br /> must vote on the preferred wastewater alternative. The one that receives a majority vote will <br /> be implemented. Community meetings were recently held on August 11, 2004 in Naalehu <br /> and August 12, 2004 in Pahala to discuss the four alternative wastewater systems. While <br /> some of the affected homeowners were nat able to attend these meetings, information about <br /> the altematives has been included with this letter. Also, a ballot has been included with this <br /> letter. You need to select only one of the four alternatives presented and mail the ballot <br /> provided. Please return the ballot by September 24, 2004. <br /> As mayor of the County of Hawaii, I have been meeting with representatives of C. Brewer <br /> and the ILWU to find solutions to this wastewater problem. We believe that the alternative <br /> wastewater systems presented represent viable solutions.
