The attachments to the bill include a summary of the proposed
changes.
Bill 280 as well as Bill 280, draft 2, were discussed by the County Council on
September 2, 1998. In light of the substantive changes contained in draft 2, the Council
voted to return this bill to the Public Works and Parks Committee to allow further
discussion on this matter.
The Public Works and Parks Committee will consider Bi1128Q Bi11280 draft 2, and any
additional proposed changes at a future meeting.
I am already aware of one change that will be made to draft 2. This would involve
deleting the proposed thirty day time limit that was added to pg. 11, sec. 3-9(a)(1)(c)
relating to small signs. The Department of Public Works has informed me that the thirty
day limit could pose a hardship on businesses that rely on the exemption to allow the
posting of open & closed, entry & exit, and other signs of this type, and I concur.
1 also anticipate that other changes to the bill may be made in response to advice received
from our Corporation Counsel relating to the legality of regulating the content of signs.
I encourage you to submit your own comments regarding this proposed draft to Public
Works and Parks Committee Chair Dominic Yagong.
