Chapter 3, article 1, of the Hawaii County Code is hereby repealed. <br /> SECTION 2. Chapter 3, of the Hawaii County Code is amended by adding a new article 1, <br /> <br /> which shall read as follows: <br /> "CHAPTER 3 <br /> SIG10iS <br /> Article 1. Suns <br /> Division 1. Findings, Purpose and Scope <br /> Section 3-1. Findings and purpose. <br /> (a} The Council finds and declares that: <br /> (1) The people of the County have a primary interest in controlling the erection, <br /> location, and maintenance of outdoor signs in a manner designed to protect the <br /> public health, safety, and morals and to promote the public welfare; <br /> (2) There has been a marked increase in the number and size of signs advertising <br /> business activities in the County; <br /> (3) The increased number and size of signs, coupled with the increased use of motor <br /> vehicles, make it imperative that the public streets and highways be kept free from <br /> 1 <br /> <br />
