COUNTY ENVIRONMENTAL REPORT <br /> COUNTY REZONING REQUEST - CN-10 to MCX-20 <br /> JIM WINNIMAN <br /> WAIAKEA, SOUTH HILO, HAWAII <br /> TAX MAP KEY: (3) 2-2-049: 024 <br /> I. INTRODUCTION <br /> The applicant, Jim Winniman, is requesting the rezoning of a parcel of <br /> land consisting of 28,264 square feet from Commercial-Neighborhood <br /> (CN-10) to Indust~al- Commercial Mixed (MCX-20) in the City of Hilo, <br /> Hawaii. The subject site is located on the northeastem corner of Kawili <br /> Street and the unimproved extension of Kalanikoa Street in Waiakea, <br /> South Hilo, Hawaii, TMK: (3) 2-2-049: 024. The subject property is the <br /> site of a cocktail lounge (Anna's Lounge} and a restaurant (Ryan's). <br /> If successful, the applicant plans to utilize the property more intensively for <br /> commercial and light industrial uses. It would also enable the cocktail <br /> lounge to have live entertainment (such as karaoke). <br /> II. PROJECT LOCATION <br /> As noted earlier, the subject site is the home of a cocktail lounge, <br /> restaurant, and some smaller office uses in the back of the property. It is <br /> located on the northeastern corner of Kawili Street and the unimproved <br /> extension of Kalanikoa Street. (Figures 1 8 2) <br /> In this area, the area fronting Kawili Street is predominantly commercial <br /> and light industrial in character. The site is bordered on the east side by <br /> an auto supply store; and the south by an automobile dealership. The <br /> property to the west is the unimproved section of Kalanikoa Street. The <br /> nearest residences are to the rear of the subject site, fronting E. Lanikaufa <br /> Street. <br /> Particularly along major street frontages, pockets of the Waiakea House <br /> Lots are slowly undergoing a land use transition from single-family <br /> residential to commercial uses, while the Kancelehua Avenue and Kawili <br /> Street frontages are increasingly becoming commercial and light industrial <br /> in nature. <br /> <br /> 111.
