fY OS N4 <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 2(i2 U5 <br /> A RESOLUTION REQUIRING THE COUNTY OFFICE OF ELECTIONS TO <br /> PROVIDE CANDIDATES FOR PUBLIC OFFICE WITH A COPY OF ORDINANCE <br /> NO.04-142 (HAWAI`I COUNTY SIGN CODE), SECTION 3-7(A), SIGNS PROHIBITED <br /> IN ALL DISTRICTS. <br /> WHEREAS, Hawaii County has an average motor vehicle-related fatality rate three <br /> <br /> times higher than the City and County of Honolulu and two times higher than Maui and Kauai <br /> <br /> Counties, as evidenced by the Motor Vehicle Crash Fatality Reduction Group Data Summary, <br /> <br /> dated 2003, sponsored by the North Ilawai'i Outcomes Project; and <br /> WHEREAS, a Junc 2004 summary report prepared by the North Hawaii Outcomes <br /> Project notes that the motor vehicle-related deaths for the first quarter of 2004 are nearly two <br /> <br /> times higher than the first quarter of 2003; and <br /> WHEREAS, Hawaii County has the highest rate ofinjury-causing motor vehicle <br /> <br /> crashes in the State when calculated both by population and by vehicle miles traveled; and <br /> WHEREAS, the practice of political campaigning and sign waving along roads in the <br /> <br /> County of Hawaii can lead to inattentiveness on the part o1 vehicle operators and distractions to <br /> <br /> both the drivers and sign-wavers themselves, which could contribute to vehicle accidents and <br /> related injuries or deaths. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the County of Hawaii <br /> <br /> that, effective immediately, the County Office of Elections must provide each individual who <br /> files for elective office with a copy of Section 3-7, Hawaii County Code 1983 (2005 Fdition), <br /> Signs prohibited in all districts. Specifically, prospective candidates should be made aware that <br /> <br /> according to Section 3-7: <br /> <br />
