The Downtown Visioning process has been an eye-opening and valuable experience for the Planning Department. We have been a partner in this most organic community-based Vision process from the very beginning. Most importantly, we have learned that developing partnerships between government and community, collaboration, and building community leadership capacity is the key to a successful community planning process. As the Planning Department begins our Community Development Planning process in Kona and other communities, we move forward with this new mindset and perspective. The Friends oCDowntown Hilo Steering Committee have worked hard and volunteered countless hours during the last 17 months to help develop this plan. This document reflects an organic process that has evolved into creating a Vision and a Living Action Plan for Downtown Hilo.
