Until construction of the Pazkway, access will be from two points on Kuakini. One will <br /> be at the future intersection of Kuakini Highway and the Parkway, and will be a full <br /> movement intersection. The other will be a right in, right-out about 400 feet south of the <br /> intersection. <br /> 3. Landowner's Authorization: The landowner, Stanley T. Tomono Trust, has authorized <br /> the applicant, Lava Kuakini, LLC, to apply for the above listed requests. <br /> <br /> 4. Supportive Information: The applicant has submitted the following in support of the <br /> requests. (See Exhibit A -State Land Use Boundary Amendment and Change of <br /> Zone Applications) <br /> STATE AND COUNTY PLANS <br /> 5. SLUC: Urban <br /> 6. County Zoning: Agricultural-5 acres (A-Sa). <br /> 7. General Plan Land Use Pattern Allocation Guide (LUPAG) Map: Medium Density <br /> Urban, which may allow village and neighborhood commercial and single family and <br /> multiple family residential and related functions (multiple family --up to 35 units per <br /> acre) and Urban Expansion Area, which may allow a mix of high density, medium <br /> density, low density, industrial, industrial-commercial and/or open designations in areas <br /> where new settlements maybe desirable, but where the specific settlement pattern and <br /> mix of uses have not yet been determined. <br /> 8. Kona Regional Plan: The Kona Regional Plan adopted as Planning Commission <br /> Resolution No. 1-84 in April 1984, designates the area as Residential-8 units/acre (RES <br /> 8). <br /> 9. Coastal Zone Management, HRS, Chapter 205A: The entire State of Hawaii lies <br /> within the Coastal Zone Management area. The intent of the Coastal Zone Management <br /> Program is to guide and regulate public and private uses in the coastal zone management <br /> area with respect to recreational resources, historic resources, public access to the <br /> shoreline, scenic and open space resources, coastal ecosystems, marine resources, <br /> economic uses, coastal hazards, managing development, public participation, and beach <br /> protection. <br /> -2- <br /> <br />
