BI IELCOREZ. doe -1222105 <br />COUNTY OF HAWAII PLANNING DEPARTMENT <br />BACKGROUND REPORT <br />HAWAII ELECTRIC LIGHT COMPANY, INC. <br />CHANGE OF ZONE APPLICATION (REZ 05-025) <br />HAWAII ELECTRIC LIGHT COMPANY, INC. has submitted an application for a <br />Change of Zone from Open (0) to General Industrial 15 acres (MG -15a) for approximately <br />15.643 acres of land. The property is the site of the existing Keahole power plant located east <br />(mauka) of the Queen Kaahumanu Highway and the Kona International Airport at Keahole, <br />Keahole, North Kona, Hawaii, TMK: 7-3-049:36 and 37. <br />PROPOSED DEVELOPMENT <br />Request: Change of zone from Open (0) to General Industrial 15 acres (MG -15a) to <br />allow the continued use of the existing generating station and the upgrade of the facility <br />to improve efficiency and generating capacity. Specifically, the applicant proposes the <br />following improvements at the Keahole Generating Station: <br />• Convert two existing simple -cycle combustion turbines (CT -4 and CT -5) to a <br />combined -cycle system by adding a steam turbine generation system (ST -7), <br />comprised of two heat recovery steam generators, a steam condensing system, and a <br />17.8 MW steam turbine generator, including ancillary equipment. These components <br />will constitute a 60 MW net, dual -train, combined -cycle plant. <br />• Implement new emissions controls, specifically a selective catalytic reduction (SCR) <br />system, which is expected to involve ammonia or urea transport, storage and usage, as <br />well as improvements to the existing wastewater treatment system to process on-site <br />and dispose of on-site treated waste, generated as a result of the SCR system. <br />Proposed improvements at the Airport Substation facilities include: <br />• Future replacement or addition of transformers and switchgear equipment at the <br />Airport Substation to service the area community <br />• Additional painting and landscape improvements to mitigate visual impacts at the <br />Airport Substation. <br />-t- <br />
