The property is the site of the existing Keahole power plant located east of Queen <br />Kaahumanu Highway and the Kona International Airport at Keahole, North Kona, Hawaii. <br />The Commission concurs with the following Planning Director's reasons for recommending <br />favorable consideration of the change of zone: <br />The applicant is requesting a change of zone from Open (0) to General Industrial <br />15 acres (MG -15a) to allow the continued use of the existing generating station and the <br />upgrade of the facility to improve efficiency and generating capacity. Specifically, the <br />applicant proposes the following improvements at the Keahole Generating Station: <br />Convert two existing simple -cycle combustion turbines (CT -4 and CT -5) <br />to a combined -cycle system by adding a steam turbine generation system <br />(ST -7), comprised of two heat recovery steam generators, a steam <br />condensing system, and a 17.8 MW steam turbine generator, including <br />ancillary equipment. These components will constitute a 60 MW net, <br />dual -train, combined -cycle plant. <br />Hawaii County is an Equal Opportunity Provider and Employer <br />
