(Appendix P) <br />The valuable cultural, historical, and natural resources found in the rezoning area: <br />An Archaeological and Cultural Impact Assessment Study was completed by PHRI in <br />2004. The study confirmed that the project site has been extensively modified and <br />developed for the operation of the generation station and substation, and that the proposed <br />action will not significantly affect or adversely impact any historic or archaeological <br />resources. During the 1992 inventory survey and the updated assessment conducted in <br />2003, no evidence of any potentially significant traditional native Hawaiian cultural <br />properties, natural resources, practices, or beliefs were identified . <br />Possible adverse effect or impairment of valued resources: The Final <br />Environmental Impact Statement accepted by the State Land Use Commission on <br />February 20, 2005, addressed probable impacts and mitigative measures as a result of <br />project development. Established standards and controls to manage potential negative <br />effects should effectively limit and mitigate foreseeable long-term impacts. Native plants <br />could be destroyed by construction and ground alteration. However, the applicant is <br />proposing a Landscape Concept Plan to mitigate any adverse impacts to the surrounding <br />properties. The property does not abut the shoreline, therefore Hawaiian gathering and <br />fishing rights is not an issue. <br />Based on the above findings, approval of the Change of Zone request from Open <br />(0) to General Industrial (MG -15a) would result in an appropriate land use pattern and <br />further the public benefit. <br />For your favorable consideration, an amendment to Section 25-8-3 (North Kona Zone Map), of <br />the County Zoning Code is transmitted. <br />
