BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Council action is needed to amend the Department of Research and Development's operating budget for a <br /> new federal grant. The $347,200 grant from the U.S. Environmental Protection Agency will be used towards <br /> the establishment of an irrigation system for Honomalino and Kapua.
