Although there are only 30 units of water <br /> available at this time, the development will construct the additional single family units as <br /> additional water units become available to the project site. The project site is not situated <br /> within the service limits of the County's sewer system and will utilize a septic system <br /> meeting with the approval of the Department of Health. <br /> Electricity and telephone services are available to the site. The nearest police and <br /> fire station is located approximately 2 miles from the project site. Based on the <br /> foregoing, the request conforms with the Land Use Commission Rules which encourages <br /> urban developments inclose proximity to centers of trading and employment, existing <br /> developments and to existing services and facilities. <br /> The project azea includes lands with no severe geological or topographical <br /> problems which cannot be properly rectified or which would render the land unusable. <br /> The project area is located outside of any tsunami inundation azea. Any new construction <br /> or improvements to the project area must comply with Chapter 27 of the County Code <br /> relating to Flood Hazazd Control. <br /> Based on the above findings, the approval of the State Land Use Boundary <br /> Amendment from Agricultural to Urban District complements the State Land Use District <br /> Regulations and is supportive of the State of Hawaii Plan and the County General Plan. <br /> Chanee of Zone <br /> The applicant is requesting a State Land Use Boundary Amendment from the <br /> Agricultural to Urban District for 15 acres of land and a Change of Zone from an <br /> Agricultural (A-20a) to aSingle-Family Residential-7,500 square foot (RS-7.5) district <br /> for 15 acres of land. The applicant is proposing to develop an affordable housing project <br /> with 48 self-help single family dwelling units and 32 senior housing rental units to help <br /> address the existing demand for affordable housing units in West Hawaii. <br /> In order to consider an area for any type of zoning designation, the applicable <br /> goals, policies and standards of the General Plan must be adequately addressed. It is only <br /> through such a comprehensive policy analysis approach that evaluations and decisions <br /> can be made to better time and stage developments to achieve growth determined by the <br /> General Plan and related planning documents. The implications of these evaluations and <br /> decisions must be also considered as they may have an impact on similar areas in the <br /> County. <br /> <br />
