1998 HSAC LEGISLATIVE PROGRAM POLICY STATEMENT <br /> <br /> The Hawaii State Association of Counties (HSAC) shall be guided <br /> <br /> by the following policies during the 1998 legislative session: <br /> 1. The Executive Committee shall determine the strategy <br /> for HSAC's efforts during the Legislature. <br /> 2. An HSAC officer or designee shall testify before the <br /> Legislature on proposals in the 1998 HSAC Legislative <br /> Package and, with the consent of the Executive <br /> Committee, other measures that may impact the counties. <br /> 3. In response to emergencies or time constraints during <br /> the legislative session, the HSAC President or <br /> Executive Committee may take necessary actions: <br /> A. Supporting legislative proposals that are <br /> consistent with the HSAC Legislative Package; or <br /> B. Opposing legislative proposals that are <br /> detrimental to all counties or inconsistent with <br /> the HSAC Package. <br /> The HSAC President or Executive Committee shall not <br /> take an action under this paragraph if such action is <br /> opposed by at least one Executive Committee member or <br /> council. <br /> <br />
