Higa, Chair <br /> Hawaii County Council <br /> 25 Aupuni Street <br /> Hilo, HI 96720 <br /> Dear Councilmember Higa, , <br /> RE: BILL 214, DRAFT 3, GENERAL FUND-FUND BALANCE AMENDMENTS <br /> This responds to Mr. William Takaba's request to provide the Council with a full justification for the <br /> proposed appropriations as it relates to our department. <br /> Item Description/Justification Requested <br /> Bud et Amount <br /> Matching Funds for These monies represent the required County match for the approved $264,069.44 <br /> Assistance to and awarded 2004 and 2005 Assistance to Firefighters Grants. <br /> Firefighters Gran[ <br /> (2004 & 2005) The 2004 grant is to purchase and acquire a Live Fire Training Burn <br /> Trailer to be utilized to provide hands on and required training for <br /> Account No. all paid and volunteer members of the fire department. The total <br /> O] 0.221.5221.10 gran[ application is for $430,000, with a required 30% County <br /> Fire Protection- match ($129,000). <br /> Equipment <br /> Although every effort was made to develop and submit an accurate <br /> cost estimate in our grant application, given [he bids as received and <br /> the anticipated award to the only qualified bid submitted, the <br /> requested monies represent the originally calculated 30% match and <br /> [he additional $33,565.44 overrun required for purchase. <br /> The grant award was delayed due to the filing of an administrative <br /> hearing to contest the bid award, which was resolved on January 9, <br /> 2006 with the Administrative Hearings Officer's ruling in the <br /> County's favor. We have since requested and received approval for <br /> an extension of the grant and are presently in the pre-construction <br /> phase of [he acquisition, with a deadline of September 5, 2006 <br /> delive date. <br /> Comm.
