Mr. McLay is reported to be an excellent speaker and an experienced advocate for <br /> improving public sector operations. <br /> Over the last fifteen years New Zealand has emerged as one of the most progressive and dynamic <br /> economies in the Pacific with a pubic sector economy that is lean and results oriented. The <br /> expenditure of tax payers money in New Zealand is measured by its outcomes and there is a high <br /> level of accountability built into the budgeting and expenditure system.
