SUBJECT POLICE DEPARTMENT FISCAL YEAR 2007 BUDGET <br /> COUNCIL BUDGET HEARING QUESTIONS <br /> <br /> PAGES <br /> Alban submitted a sketch of the property, whereby a 60-foot frontage would be available for <br /> the Police Department at the north end of the property and property extending south in back <br /> of the warehouse and gas station. In reviewing the sketch, I find that it is not a viable option, <br /> as visibility to the South Kona Police Station would be completely lacking. <br /> The second option was presented that would locate the South Kona Police Station in the <br /> location where the Kona Theatre is presently situated. This would require demolition of the <br /> structure; and due to the fact that some of the residents feel that this Theatre is a historical <br /> land site, it is felt that the added cost of demolition and the negative publicity that the <br /> demolition of the Kona Theatre would entail make this site also not feasible. <br /> A third option was presented for the County to lease the property. Takaba felt that <br /> purchasing the property would be a clear advantage for the County, and it would not remove <br /> the negative publicity that the demolition of the old Kona Theatre would entail. <br /> A fourth option was presented by Alban and this was constructing the facility in almost the <br /> same location. Takaba along with the Police Department feel that this would also not be a <br /> recommended option. <br /> You had inquired if the Department had any other parcels of land in the South Kona azea that <br /> we would be considering. The most salient property would be the property formerly owned <br /> by the Jack B. Greenwell Trust, which has most recently been purchased by the Church of <br /> Jesus Christ of Latter-Day Saints. This piece of property is located on Highway 19 above the <br /> Konawaena Elementary School, a quarter mile south of the Konawaena High School road <br /> intersection. At this point in time, it is not known if the new owners have any intention of <br /> utilizing the property. Assistant Chief Ronald Nakamichi will be contacting the new owners <br /> to see if they would consider selling the property so that the new South Kona Police Station <br /> could be built there. <br /> 6. Humane Society Budget <br /> Refer to attached memorandum to Council Chair Stacy Higa, in response to letter from Ms. <br /> Josi Morgan, Hawaii Island Humane Society. <br /> 7. Distribution of personnel <br /> Refer to Attachment 2, Personnel Distribution April 1, 2006 <br /> 8. Subsidized rentals in South Kona for housing (i.e. subsidized vouchers); consultation <br /> with SHOPO <br /> The idea of providing a subsidy to make living in the Kona area more attractive to officers is <br /> commendable.
