<br /> SUBJECT POLICE DEPARTMENT FISCAL YEAR 2007 BUDGET <br /> COUNCIL BUDGET HEARING QUESTIONS <br /> <br /> PAGE 4 <br /> difference in the average cost of living between Area I and Area II is in constant flux, and <br /> equality may be something that will be hazd to determine. As such, the subsidy provided <br /> may also be problematic as it maybe something that changes according to the average cost of <br /> living between Area I and Area II. Once the County embarks on providing this subsidy, it <br /> will be very difficult to remove such a subsidy even when economic times are not as positive <br /> as they are now. Additionally, is it the intent of providing this subsidy for all officers or it is <br /> confined to officers basically working within the Kona district? <br /> I would recommend that the Department of Finance do a projection of the differences in the <br /> cost of living between Area I and Area II, and also one specifically for the Kona and Waimea <br /> districts as I feel that the cost of living in these two districts are much higher than other <br /> districts in Area II, such as North Kohala and Kau. The County will then have a better idea <br /> as to the amount of subsidy that should be provided to each officer. This of course would <br /> also have to be provided to officers that already are working in Area II or the Kona district. <br /> 9. Breakdown of current (42) sworn vacancies, how long have these positions been vacant <br /> Refer to Attachment 3 -Vacancy Report <br /> 10. Respond to questions from Legislative Auditor <br /> Refer to Attachment 1 <br /> 11. Hale Halewai facility -manpower (i.e. sworn position and clerk) to staff the facility, <br /> allowing it to remain available to public. <br /> The Department has contacted the Deparhnent of Parks and Recreation, and they have <br /> offered for the Department's use an office approximately 12 by 17 feet. We would equip this <br /> site with a radio transmission base station, a minimum of two Records Management System <br /> linked computers, and a workstation for community policing officers. This site would be <br /> accessible for the public to file complaints and seek information and for officers to conduct <br /> any other police business. <br /> This substation will be utilized a minimum of eight hours per day, seven days a week and <br /> property signage and a lighting system will increase the visibility of this substation. It is <br /> hoped that by placing this substation in this location, it will mitigate many of the problems <br /> including drug dealing, prostitution, and hazassment/assault of visitors to the Kailua-Kona <br /> area. <br /> 12. Explain cost item JPO supplies <br /> Account 010.201.5215.03 JPO Supplies for $1,200 is used to purchase uniform and <br /> equipment for JPOs. Examples of items purchased include rain jackets, belts, whistles, and <br /> <br />
