April 17, 2006 <br /> Page 3 <br /> legal questions, (2) review certain documents for legal issues, and (3) provide second opinions <br /> to the Council, if necessary. <br /> <br /> The legal specialist has proven worthwhile in answering questions dealing with non-compos <br /> mentis, developing Title VI training overview for our civil service employees, helping to update <br /> the lobbyist forms, instructions and implementation procedures, and reviewing audit contract <br /> language, to name a few tasks. <br /> NEED FOR NEW ACCOUNTANT POSITION <br /> As you know, the Office of the County Clerk-Council has one administrative services assistant <br /> handling ALL personnel AND accounts matters for 76 employees (includes Elections Division). <br /> <br /> This position has had to take on the following additional responsibilities: <br /> • Daily entries of all 67 employees' timesheets (excludes council members) <br /> • Managing district allowance expenses <br /> • Managing contingency relief accounts through project accounting codes <br /> <br /> There has been a significant increase in staff travel charges and miscellaneous purchases for <br /> council district staff. One must also keep up to date with current procurement procedures and <br /> policies, and collective bargaining agreements. <br /> In terms of personnel issues, the requirements for assuring that workplace policies are properly <br /> <br /> distributed to all staff members and monitoring required attendance at certain trainings are <br /> important from a risk management perspective. Additionally, processing the volumes of <br /> paperwork for personnel changes, temporary assignments, and HR memorandums can be quite <br /> overwhelming. <br /> While we have been fortunate to have one person performing these activities, it has become <br /> apparent that this office requires an accountant to perform the accounting tasks and to <br /> establish a better management of systems information. <br /> <br /> The chart below shows a comparison of accounts and personnel positions in various <br /> departments. Given the number of employees coupled with the increased workload and the <br /> immense personnel changes that occur every other year following elections, it is obvious that <br /> the legislative body needs one additional person to handle only the financial tasks. The <br /> administrative services assistant would then be reallocated to focus on personnel issues. <br /> When I spoke to former Personnel/Senior Accounts Clerk Barbara Ward, she felt that the <br /> amount of responsibilities for that position was becoming overwhelming when she left. At that <br /> time, she did not have to input daily timesheet entries or DAE/Contingency Allowance expenses. <br /> She also did not have additional eight additional personnel to process. <br /> Given the above, I would like to request a new accountant I (SR18) position with a designated <br /> salary of $33,648. <br /> <br />
