Recreational Resources: The proposed development will not reduce the size of the <br /> <br /> coastline or other areas used for public recreational uses. <br /> 19. Scenic Resources: The project will not affect the line-of-sight toward the ocean. The <br /> <br /> facility will be designed in a manner similar to the existing facility and as unobtrusive as <br /> possible. Landscaping will be incorporated in a manner similar to the existing facility. <br /> <br /> 20. Flora/Fauna: No professional surveys were conducted of the site. As the project site <br /> has been improved and located within an urban environment close to commercial, <br /> <br /> industrial and residential uses, the applicant does not believe that rare or endangered <br /> floral or faunal resources are on the site. <br /> <br /> 21. ArchaeologicaUHistorical Resources: No professional surveys were conducted of the <br /> site, due to the history of extensive disturbance. <br /> <br /> 22. Cultural or Native Gathering Rights: There is no evidence of any traditional and <br /> customary Native Hawaiian rights being practiced on the site, nor existence of any known <br /> <br /> valued cultural, historical or native resources in the area. <br /> 23. Public Access: There is no record of a designated public access to the shoreline or <br /> <br /> mountain areas that traverses the properties. <br /> 24. Traffic: The applicant states that according to an updated Traffic Impact Analysis <br /> <br /> Report (TIAR) prepared in conjunction with the 1996 FEIS, "the proposed improvements <br /> on the Big Island Candies site are not expected to generate additional trips when <br /> <br /> completed." <br /> PUBLIC UTILITIES AND SERVICES <br /> <br /> 25. Access: Parcel 66 will utilize the existing driveways on Kekuanaoa Street. The site plan <br /> shows that Parcels 78 and 79 will take access from Laukapu Street as well as the existing <br /> <br /> driveways on Parcel 67. <br /> 26. Water: Water is available to the project area. <br /> <br /> 27. Wastewater: Existing sewer lines will have sufficient capacity to accommodate the <br /> project. <br /> <br /> 28. Solid Waste: A Solid Waste Management Plan has been prepared in compliance with <br /> <br /> -4- <br />
