<br /> <br /> <br /> <br /> <br /> DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br /> <br /> 10. Subject Properties: The project site comprises three parcels adjacent to the existing Big <br /> Island Candies facility. Parcel 66 is located on the northeast corner of Kekuanaoa Street <br /> <br /> and Hinano Street, adjacent to and south of the existing facility. The two existing <br /> residences on parcel 66 are proposed to be demolished. This parcel is proposed for a rest <br /> <br /> area for visitors. Parcel 78 is vacant, fronts Laukapu Street, and located immediately <br /> south of the existing facility. Parcel 79, also vacant, is located on the northwest comer of <br /> <br /> Kekuanaoa Street and Laukapu Street, immediately south of and adjacent to parcel 78. <br /> Both parcels 78 and 79 were improved with residences at one time, but have been <br /> <br /> demolished. The two parcels are currently graded and graveled. <br /> <br /> 11. Surrounding Zoning and Land Uses: The land uses in the immediate area are a mix of <br /> residential, commercial and industrial uses. Parcel 80, located between parcels 66 and 79 <br /> <br /> on Kekuanaoa Street, is zoned RS-10 and is the site of The Gospel of Alpha and Omega <br /> Church. Lands to the north of the project area are zoned CG-20, currently the site of the <br /> <br /> Big Island Candies factory. Lands to the east and south are zoned RS-10. Parcels to the <br /> west are zoned RS-10 and CN-10. <br /> <br /> 12. U.S.D.A. Soil Type: Keaukaha extremely stony muck, 6 to 20 percent slopes (rKFD). <br /> The Keaukaha Series consists of well drained, thin organic soils over pahoehoe lava <br /> <br /> bedrock. <br /> 13. Land Study Bureau's Productivity Rating: Unclassified. <br /> <br /> 14. Noise Impacts: Existing ambient noise includes airport/aviation use and traffic. Short- <br /> term noise impacts associated with the project are temporary, and all applicable State <br /> <br /> rules governing construction noise abatement will be observed. The processing operation <br /> will not generate any noise. <br /> <br /> 15. Air Quality: The proposed project will not directly impact air quality in the area, as all <br /> operations will occur within an enclosed facility. Fugitive dust during construction can <br /> <br /> be mitigated by compliance with the Department of Health's regulations. <br /> 16. FIRM: Zone "X", an area outside of the 500-year flood plain. <br /> <br /> 17. Coastal Hazards: The property is not an oceanfront parcel, and will not affect, or be <br /> <br /> -3- <br />
