<br /> <br /> <br /> Virginia Isbell tr o. a Phone No.: (808) 326-5684 <br /> ~R• (808) 329-4786 <br /> Tice Chairman Fax No.: <br /> Dearicl7-Central Kona E-Mail: visbell@eo.hawaii.hi.us <br /> <br /> <br /> <br /> HAWAII COUNTY COUNCIL <br /> County of Hawaii <br /> 75-5706 Hanania Place, state 109 <br /> Kailua-Kona, llawai'i 96740 - <br /> <br /> <br /> April 4, 2006 <br /> <br /> MEMORANDUM: <br /> <br /> TO: Stacy Higa, Chairman <br /> And Members of the Hawaii County Council <br /> <br /> FROM: Virginia Isbell, Vice Chair <br /> Hawaii County Council <br /> <br /> SUBJECT: Charter Amendment- Impeachment of Elected Officers <br /> <br /> <br /> This memo transmits a bill proposing a charter amendment to section 12-2.1, chapter 2, article <br /> XII, of the Hawaii County Charter (2000), relating to impeachment of elected officers. <br /> <br /> I write to ask the Council's favorable action in approving the proposed amendment for submittal <br /> to the voters of our County at the 2006 general election. <br /> The purpose of the proposed charter amendment is to: <br /> <br /> 1) Raise the low threshold of registered voters required to bring the significant charges for <br /> impeachment against an elected officer or officer appointed to a vacancy in any elected <br /> office; and <br /> <br /> 2) Provide that only those voters registered in the council district of a respective council <br /> member may bring charges to the circuit court when impeaching a district council member. <br /> <br /> These changes have been long overdue ever since the nine single-member voting districts were <br /> established by voters in 1990, and given the increase in voter population since impeachment <br /> provisions were established by voters in 1979.
