Higa, Chairman and Members of the Hawai'i County Council Hawai'i County Council 25 Aupuni Street Hilo, Hawai'i 96720 Re: Capital Budget During the last session of the State of Hawai'i Legislature, HB 2423 HD1 SD1, Relating to the State Highway Fund, was passed and is presently awaiting the Governor's approval. This measure authorizes the use of State Highway Funds for the road systems of the counties for FY 2005-2006; of which, $2,000,000 is allocated to the County of Hawai'i. However, the $2,000,000 operating funds authorization (S-06-305-W) will lapse on June 30, 2006, per Act 178, SLH 2005 and the State funds must be expended and/or encumbered by that date. Enclosed is a bill for an ordinance adding the Construction, Maintenance, & Repair of County Roads - State project for $2,000,000 to the Capital Budget. This project will cover the costs of construction, maintenance, and repair of county roads. Due to the lapsing of the State funds on June 30, 2006, the Department of Public Works respectfully request for waiver from the Finance Committee and to have this bill heard at the Council Meeting scheduled for June 5, 2006.
