No. 310-06 <br /> PLACE: Council Chambers <br /> TIME: 5:25 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Intergovernmental Relations, to which was referred <br /> Resolution No. 310-06, reports as follows: <br /> Resolution No. 310-06, transmitted by Assistant Corporation Counsel Gerald Takase via <br /> Communication No. 805, dated April 4, 2006, authorizes the sale of Remnant Lot 5-A-1, being <br /> portions of Tax Map Keys (3) 2-4-019:075 and 158, to Roy and Shizuko Hamada, as pazt of the <br /> Kawailani Street Improvements, "Iwalani Street to Pohakulani Street". <br /> The County consolidated and subdivided Tax Map Keys: (3)2-4-019:075 and 158; to create a new <br /> right-of--way (Pazce121) to provide a connection between Ainaola Drive and Pohakulani Street and <br /> also widen the Pohakulani Street right-of--way, and Remnant Lots 5-A-1 and 5-B-1. <br /> The present intersection of Ainaola Drive and Pohakulani Street will be closed and Pohakulani <br /> Street will end in a cul-de-sac. The property abutting the newly created Remnant Lot 5-A-1 is <br /> owned by Roy Masaru Hamada and Shizuko Hamada ("Hamadas"), who have expressed a desire <br /> to acquire Remnant Lot 5-A-1. The Hamadas desire to acquire Remnant Lot 5-A-1 through the <br /> process established by Section 2-118, Hawaii County Code, for disposal of County real property <br /> without auction as a remnant. The County, through its Department of Public Works, finds that <br /> Remnant R-2 is economically or physically unsuitable or undesirable for development or <br /> utilization as a sepazate unit by reason of location, size, shape, or other chazacteristics. <br /> Inasmuch as Remnant Lot 5-A-1 is a remnant, the County of Hawaii is hereby authorized to sell <br /> Remnant Lot 5-A-1 without recourse to public auction in the manner set forth in Section 2-118, <br /> Hawaii County Code, to Roy Masaru Hamada and Shizuko Hamada, the abutting owners. <br /> There was no testimony from members of the public regarding the proposed acceptance. <br /> Assistant Corporation Counsel Gerald Takase informed your Committee members that the land <br /> was actually in exchange for land taken away from the Hamadas, to allow the County to continue <br /> with the Kawailani Street Improvements project. <br /> Council Member Bob Jacobson stated that he felt a public pazking lot, such as a "Park and Ride" <br /> is a more appropriate use of the pazcel. Mr. Jacobson asked Mr. Takase if he thought that the <br /> Hamadas would mind if they didn't get the pazcel of land and instead the County would erect a <br /> public parking lot on the land fronting their private property. <br /> <br />
