<br /> Kitty Lagareta, Chairperson <br /> December 23, 2005 <br /> Page 2 <br /> In October of 2005, UH Hilo entered into discussions with DLNR to lease approximately <br /> 54.99 acres of State land for a term of sixty-five years, The subject property is situated in <br /> close proximity to the UH Hilo campus (off Lanikaula Street, behind the U.S. Army Reserve <br /> Center), an ideal location for the operation and expansion of UH Hilo. In addition to this <br /> property, UH Hilo is also pursuing acquisition of the soon to be decommissioned U.S. <br /> Army Reserve Center (approximately 3.75 acres), which will revert back to the State of <br /> Hawaii in accordance with the terms of the deed. <br /> Hospice of Hilo, anon-profit organization is interested in subleasing approximately 3 acres <br /> from the University for the development of an inpatient facility to provide palliative care. A <br /> 3 acre parcel located between Mohouli Street and Lanikaula Street (off the end of <br /> Kapiolani Street) would meet Hospice of Hilo's requirements. The sublease term would <br /> run concurrent with the University's proposed sixty-five year lease with the DNLR. <br /> The proposed inpatient facility location would support existing cooperative educational <br /> opportunities between UH Hilo and Hospice of Hilo, such as the nursing program. UH Hilo <br /> and Hospice of Hilo also plan to create future cooperative educational programs, to include <br /> the Rural Health Center, and a Hospice Educational Center to conduct intern rotations. <br /> ACTION RECOMMENDED <br /> It is recommended that the authority be granted to the Administration to: 1) enter into a <br /> lease with DLNR for the 54.99 acre parcel to be used for future University of Hawaii at Hilo <br /> expansion; and 2) sublease approximately 3 acres of the subject property to Hospice of <br /> Hilo for asixty-five year term, concurrent with the University's lease with the Department of <br /> Land and Natural Resources.
