No. 04-106. TMK: 7-3-10: Portion of 3 <br /> <br /> As you may be aware, the rezoning of a 10.001 acre portion of the subject <br /> property into the Multiple-family Residential (RM-4) became effective on <br /> September 22, 2004. The rezoning ordinance, a copy of which is attached as <br /> Appendix A, was subject to a number of time and other performance conditions. <br /> <br /> The rezoning paved the way for the development of a 100-unit multiple- <br /> family, affordable housing project called Seascape, compete with the required <br /> parking (minimum of 125 parking stalls), a parktplayground area, and a private <br /> wastewater treatment plant. (Appendix B) Access would be from the southerly <br /> extension of Kakahiaka Street, which intersects with Ka'iminani Drive at its north <br /> end. (Appendices C and D) <br /> Condition H required the applicant to extend Kakahiaka Street through the <br /> subject property. This extension would be 50-foot wide street built to County <br /> dedicable standards, complete with concrete curb, gutter, and sidewalk <br /> improvements along one side of the road. <br /> <br /> The concept of having Kakahiaka Street through the subject site is <br /> understandable. Such an extension would foster much needed road connectivity <br /> between developments. However, because the property to the south is vacant <br /> and owned by the State of Hawaii with no announced development plans for this <br /> site to date, the full extension now may not serve much purpose. On the 1 .1 <br /> contrary, because of its non-use, it could invite illicit activities and serve as an <br /> illegal refuse site. And those activities would not bode well for occupants of this <br /> affordable housing project. Additionally, because the road is intended to be <br /> dedicated to the County, the County may inadvertently sustain more <br /> maintenance responsibilities and incur added liabilities. <br /> <br /> Accordingly, the applicant is proposing an amendment that would limit the <br /> improvement of Kakahiaka Street entrance to the entrance of the Seascape <br /> project and defer the balance until there is development of the State land to the <br /> <br /> Planning Dept. <br /> <br /> Exhibit_i. <br />
