This will allow the County Council to meet on odd numbered months in West <br /> Hawaii. <br /> The meaning of representative government is that our elected officials will represent their constituents in any <br /> given matter. <br /> The matter of meeting in West Hawaii on odd numbered months is essential to representative government. The <br /> fact that "the chairs are too uncomfortable" or "it costs too much to put people up" is irrelevant.
