WHEREAS, pursuant to the provisions of the General Plan ensuring responsible growth to <br /> <br /> preserve public health and welfare, the Planning Director selected the districts of North and South <br /> <br /> Kona as most suitable and in need of a Community Development Plan; and <br /> WHEREAS, in compliance with the Hawaii County General Plan, a fifteen (I S) member <br /> Steering Committee was appointed by the Mayor and confirmed by the County Council on <br /> February 1, 2006; and <br /> WHEREAS, acknowledging the importance of a Community Development Plan process, <br /> the Honorable Harry Kim, Mayor of the County of Hawaii, entered into a Consultant Services <br /> Agreement with Wilson Okamoto Corporation and appropriated FIVE HUNDRED THOUSAND <br /> DOLLARS ($500,000.00) to fund this important planning process; and <br /> WHEREAS, recognizing the importance of public participation and community based <br /> planning, the Council of the County of Hawaii approved appropriations of additional funding <br /> requested by Council Members K. Angel Pilago and Dr. Fred Holschuh totaling THIRTY <br /> THOUSAND DOLLARS ($30,000.00), to supplement the island-wide Community Development <br /> Plan process; and <br /> WHEREAS, the Community Development Plan process has created an effective outreach <br /> program to define community vision and gather public input through 108 facilitated community <br /> meetings and four (4) major fact-finding public workshops; and <br /> WHEREAS, the Mayor, the Planning Department, the County Council, and the Kona <br /> community have demonstrated strong commitment to the Community Development Plan process as <br /> a guiding principle for well-planned and responsible future growth for the districts of North and <br /> South Kona. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY <br /> OF HAWAII, that Council action on rezoning applications occurring in the districts of North and <br /> South Kona be temporarily delayed until the North and South Kona Community Development Plan <br /> is adopted by ordinance, or until January 1, 2007, whichever shall occur first. <br /> BE IT FURTHER RESOLVED, that temporary delay of Council action on rezoning <br /> applications shall not affect or apply to any and all federal, State and County community-based <br /> and/or self-help housing projects involving agencies and programs including, but not limited to, the <br /> following: <br /> 2 <br /> <br />
