Kiriu eq~ County Clerk RE: Initiative Petition of the Save Our Land Citizens' Committee This is to transmit a bill for an ordinance, Draft 2, which proposes amendments to the ordinance circulated by the Save Our Land Citizens' Committee. The Hawaii County Charter permits the Council to amend the proposed ordinance, but if the amendment is unfavorable to a majority of the petitioners' committee, the original proposed initiative ordinance must be submitted to the voters. The first draft was written exactly as the petitioners' committee circulated it to their petitioners. However, there were some potential inaccuracies that have been corrected in Draft 2 as follows: 1. A purpose SECTION 1 is added to help voters who may wish to read the bill at the polls and in the newspaper. Citizens normally do not know how to read legislation, brackets, underscore and strikeouts. The purpose briefly summarizes the intent of the bill. 2. Section 2-214(d): Subsection (d) was omitted from the original bill. As written, the original bill effectively deletes subsection (d) from the law. Since that section speaks to the purpose of the fund, it is believed that this omission was not intentional. Therefore, Draft 2 reinstates subsection (d). 3. In Section 3: The title "Severability" was added at the beginning of the section. The word "effect" is replaced with "affect". 4. Section 2 and Section 3 in Draft 1 are reordered and renumbered as Section 3 and Section 4 in Draft 2. Should you have any questions, please feel free to contact me. Att. q S, 2 L Comm.
