This mini-bypass <br /> loop around the Town Center will dramatically increase the safety of school children <br /> attending Parker School and Hawaii Preparatory Academy's elementary and middle <br /> school, as well as provide the critically needed alternative access to the North Hawaii <br /> Community Hospital and its planned new addition along the Town Center Road corridor. <br /> <br /> Traffic Congestion a critical concern: Richard Smart, in his presentation of the 2020 <br /> Plan to the Waimea community, pointed to three primary community issues of the 1980s: <br /> traffic, water, and housing. With respect to traffic, Richard Smart's 2020 Plan stated: <br /> <br /> "Traffic congestion at certain peak times at the main intersection <br /> of Mamalahoa and Lindsey Roads.
